PUBLIC MEETING OF THE DEWEYVILLE TOWN COUNCIL

Opening Ceremony:  Council Member Lynn Stewart gave the opening prayer with Council Member Todd Bingham leading the Pledge of Allegiance. 

1.      Approval of March 2012 Council Meeting Minutes 

 

MOTION:  Council member Bingham made a motion to approve the minutes for March 2012.  Council member Stewart seconded the motion.  Motion passes unanimously

2.      Approval of Monthly Bills and Discussion:  There was a discussion regarding the various bills.   

 

MOTION:  Council member Bingham made a motion to pay bills for February.  Council member Kliger seconded the motion.  Motion passes unanimously.

3.       Budget Discussion:  Mayor Thayne presented the Enterprise budget on screen.  The Council reviewed all the reports both current and past budgets.  The Mayor gave an overview of the budgetary process.   He explained that at the next meeting, they would be approving a tentative budget for the Council’s various departments.   

 

4.      Planning and Zoning ---The Mayor met with the Planning and Zoning Committee and gave a training session on open public meetings.  New officers were elected.  Nate Spackman was elected as chair and Dale Meservy as pro tem chair. Mayor Thayne will talk to Maxine Goring about joining the committee. 

 

5.      Resolution 8-10-05—Cemetary fees will be changed and the residential limits will be within town corporation limits.  Residential rates for purchasing a gravesite will now be $300.00.  Non residential will be $800.  Opening of the gravesite will be $400 for residential and $800 for non residential. Exhumation will be $1000.  There will be no discount for the opening and closing of a child’s grave or for the gravesite. 

 

 

MOTION:  Council member Kliger made a motion to table this resolution until the next meeting.  Council member Bingham seconded the motion.  Motion passes unanimously

6.       Water Supply Agreement (the “Agreement”) is made and entered into by and between Bear River Water Conservancy District and Deweyville Town for the purpose of supplying surplus water to the BRWCD in order to facilitate service to County residents North of Deweyville and/or as per the agreement. This agreement benefits Deweyville in the form of annual payment from the BRWD.  

 

MOTION:  Council member Kliger made a motion to approve the Water Supply Agreement.  Council member Bingham seconded the motion.  Motion passes unanimously

7.       Property appraisal—There are several questions that need to be addressed before we pay for extra insurance.  Are other towns covering their water tanks?  Does this cover earthquakes? Are water lines covered?  Are fire hydrants covered?  Mayor Thayne will ask our insurance carrier. 

8.      Memorial Day ceremony at 8 am.  Speaker and VFW will do flag ceremony.  Wynn Coburn will be the speaker.  

9.      Parking Lot and Improvement Assessments—Council Member Joe Kliger and Mayor Thayne will attend the mediation meeting.  The suggestions are to build a ramp in front of the door.  There was a discussion over insurance items for ADA. Council member Bingham was only aware of needing the ramp.  Complaints need to come to the Council first rather than Federal Government.   

10.  Fire District –We need an elected official to represent Deweyville  

11.  Emergency Management – On April 17 there will be a radio drill and a meeting.  On Saturday the 21st at 9 am will be a Cert drill.           

  Public Comments:  This is an opportunity for the public to address the council.

Please limit your comments to three minutes.    Deputy Archuleta talked about the RAD Program. Deputies who patrol this area need a key to access building at night.  Mayor Thayne will get them a key.

 

Council Member Reports:

12.  Water and Roads (Lynn Stewart): McMurdie has a water leak that needs to be shut off.

We need a new flag.  Bills are paid up.  Meter reader is fixed. 

13.  Documentation, Public Safety and Info. (Monte Garlick):  not in attendance 

14.  Park, Ordinances, P&Z, (Joe Kliger):  Routine maintenance was done.  Eric Page wants to stay involved.  Need to get the water at the park going. Tate Bunderson will be called in to help this summer.  We need to get the swing set in before July 4th.  The park will need a couple of trucks of sand.  Larsen Asphalt gave us a bid on parking lot. Todd will check with the county about helping out with pavement at the park and cemetery.  

15.  Buildings and Cemetery Maintenance (Todd Bingham):  We had a leak in March in the building but we fixed the leak.  The shed door for the cemetery has been ordered.  They are going to spray the cemetery for dandelions.  Todd Summers’ son is going to paint.  The old truck needs to be sold.  Lynn thinks we need to do a bid.  We need to call David Church and ask what the process is.  Council Member Stewart will call. 

16.  BRAG will host a workshop for grants.  Thursday April 17h.  Council members are invited.   

MOTION:  Council member Bingham made a motion to adjourn the Town Council meeting.  Council member Garlick seconded the motion.  Motion passes unanimously.  Meeting adjourned at 10:05 p.m.
