MINUTES

THURSDAY, AUGUST 12, 2010

7:00 P.M. DEWEYVILLE TOWN HALL

 

Attendance:    Robert Thayne, Mayor                        Lynn Stewart, CM

  1. Opening Ceremony:  Mayor Thayne brought meeting to order.  Tracie Williams gave opening prayer with Council member Stewart leading the Pledge of Allegiance.

 

  1. Approval of July Council Meeting Minutes:  The Council members had an opportunity to view the minutes before the meeting and had a copy in front of them to view.

 

MOTION:  Council member Goring made a motion to accept the Deweyville Town Council Meeting Minutes for Thursday July 8.  Council member Stewart seconded the motion.  Motion passes unanimously.

  1. Approval of Monthly Bills: Council member Stewart explained the Rocky Mt. Power bill for well #2.  There is an amount for $540.00 to turn it on just for the demand charge.  This well does not need to be turned on until it is absolutely necessary.  He discussed talking to Janae Bunderson (Water Bill Administrator) to see if she would check her hours to see if she is being compensated enough for her work.  The yearly payment for the water project is due for the amount of $36,200.00 

 

MOTION:  Council member Bingham made a motion to pay the bills for July.  Council member Page seconded the motion.  Motion passes unanimously.

4.      Planning and Zoning Review:  Mayor discussed the Planning Commission meeting minutes.  There were not enough members to vote, and there was a discussion of Kent McMurdie’s Conditional Use Permit with Derek living in a fifth wheel trailer and using a 10 ft. well for water for cleaning and drink bottled water.  This might have to go to the Health Dept.  It was discussed that the town go back and work on the town Trailer Ordinance again.  The Planning Commission is meeting on August 18.  Town Council needs to approve and vote on the Mr. McMurdie’s Conditional Use Permit so it was suggested to meet after the Planning Commission meeting on Wednesday at 8:00 p.m.

5.      PROPOSED ADOPTION OF RESOLUTION 8-10-05; A RESOLUTION OF THE DEWEYVILLE TOWN COUNCIL ESTABLISHING FEES REQUIRED FOR CERTAIN SERVICES AND ACTIVITIES CONDUCTED WITHIN THE CORPORATE LIMITS OF THE TOWN OF DEWEYVILLE.  Council member Goring said that she will check other towns for their rates for grave purchases and opening and closing of the graves.  She will also look at a penalty fee for businesses not applying for a business license and put this on the application.  The Water Ordinance needs to reference fees resolution.  This resolution can be passed tonight and do a new resolution later if needed. 

 

MOTION:  Council member Goring made a motion to pass Resolution #8-10-05; A Resolution of the Deweyville Town Council Establishing Fees Required for Certain Services and Activities Conducted within the Corporate Limits of the Town of Deweyville with the changes that have been discussed and approved..  Council member Stewart seconded the motion.  Motion passes unanimously.

6.      Kent McMurdie Subdivision Approval and Conditional Use Permit:  The Council looked at the subdivision map.  UDOT approved driveway access is in the middle of the four lots.  Mr. McMurdie will need to come to the meeting on Wednesday night so he will need to be on the agenda and the Council will need to look at the UDOT road access map before they are able to vote on the Subdivision map.  Mr. McMurdie’s Conditional Use will also be looked at on Wednesday’s meeting at 8:00 p.m.

 

7.      Water Ordinance Discussion of Revisions:  MOTION:  Council member Stewart made a motion to table numbers 7 and 8 of the Town Council agenda until next meeting in September.  Council member Goring seconded the motion.  Motion passes unanimously.

  1. Soccer Association Agreement Discussion and Proposed Approval:  Tabled as stated in number 7.

           

      Unfinished Business:

 

  1. Fire District and Water Project Update:  Mayor Thayne has not seen a bill yet from the Tremonton Fire Dept. for coming to a fire call at TJ Arbon’s house.  Boundaries are just about solidified for the Fire District.  There was a meeting on Monday and Mayor Thayne was unable to attend.  They talked about the boundaries more at this meeting. 

 

Water Project – It was decided to fence around tank site and well house and to put the water line across the cemetery with the rest of the water system money.  Council member Stewart discussed the bids he had received for the fencing.  Council member Stewart received bids from Custom Fence, Cascade Fencing in Garland and Prestige West Fencing from Bear River City.  Prestige West’s bid came in at a better bid.  Council member Bingham said that he does a good job so he will contact them to see if they are bonded and if he did the bid from the engineer’s specs. It was decided to hold off on accepting any of the bids until Wednesday night’s meeting.

 

  1. Emergency Management – Relief society ladies are still working on bandages.  Steve Marble (Emergency Preparedness manager) would like to use the cook shack for storage of his emergency items.

 

  1. Website Content Discussion:  The council agreed that they would like to just have a group picture for the website and use the Town’s information for the contact information instead of their own personal information.

 

  1. Road to North Tanks and Wells:  A resident suggested painted saw horses and putting them up across the dirt road.  Another resident was concerned about being able to get to his driveway if there is a barrier.  The town has done what they possibly could by posting signs.  It was suggested to use something temporary in the summer for example; big orange barrels so that people could see them.  It was decided to go ahead with the orange barrels and the mayor will check with the attorney to see about the liability incase of an accident. 

 

MOTION:  Council member Bingham made a motion that the Town approves the Mayor to talk to the attorney about the North tank road regarding the safety issue, and to purchase the orange barrels and grading the road.  Council member Stewart seconded the motion.  Motion passes unanimously.

       Public Comments:  This is an opportunity for the public to address the council.

       Please limit your comments to three minutes.  There were no public to comment.

  

      Council Member Reports:

  1. Water and Roads (Lynn Stewart):  Council member Stewart said that he will meet with the Bear River water Conservancy for negotiating the selling of water and the meeting will be held Wednesday.  He will make sure that the Town will be protected and thinks that this will be an advantage and that the town might be able to make an income on it. Council member Stewart also says that the Door Hangers, these are notices for turning off water for delinquent water bills, are working because the people will pay their water bill when they get these notices.

 

  1. Documentation and Zoning (Sherie Goring):  There are some concerns with cremations.  She is not sure how much of the grave has been used.  She will start a card file for where the cremations are and use only half of the gravesite so that they know how much of the grave is used.  This will be used in the upper section of the cemetery.

  

  1. Parks and Public Safety (Eric Page):  Council member Page finished up the power in the Bowery and the lighting and he will start the landscape rocks on the west side of the town hall.

 

  1. Buildings and Cemetery Maintenance (Todd Bingham):  Council member Bingham will start collecting bids on the roads at the cemetery.  He asked about opinions for the kiosk at the cemetery, the wind took a door off and it is un-reparable.  Council member Goring suggested having a new door made and to move the kiosk to the north side of the building and put different locks on it that are easier to use.  Council member Bingham will have Todd Summers see if he can repair it and pay him for the repairs.  Bill and Lori Kerivan (Cemetery Caretakers) wanted a weed eater for the cemetery but then decided they needed a sprayer more.  It is planned for the sprayer to be put on the mower.

 

 

 

Mayor Thayne discussed a meeting that he went to with the County.  Lamar Sayers from the state was there to help the towns decide what to do with the State Coffers.  See Attached Information.
