PUBLIC MEETING OF THE DEWEYVILLE TOWN COUNCIL

MEETING MINUTES

THURSDAY DECEMBER 9, 2010

7:00 PM DEWEYVILLE TOWN HALL

 

 

Attendance:    Eric Page, Mayor Pro Tem

Absent:  Robert Thayne – Mayor, Sherie Goring – Council Member

 

  1. Opening Ceremony:  Council member Page brought the meeting to order by Council member Bingham giving the opening prayer and he led the Pledge of Allegiance.

 

  1. Approval of November Council Minutes:

 

MOTION:  Council member Bingham made a motion to approve Town Council Meeting minutes for November 11.  Council member Stewart seconded the motion.  Motion passes unanimously.

MOTION:  Council member Stewart made a motion to accept Town Council meeting minutes for December 1.  Council member Bingham seconded the motion.  Motion passes unanimously.

  1. Approval of Monthly Bills:  Council member Stewart explained the Hansen, Allen, & Luce, Inc., bill.  It was for professional fees to do a delineation report for the source protection plan for the state, and it is on file.  Well number one and two are on the same source protection.  The Rocky Mt. Power bill is a large one because the State requires samples that needed to be done and well number two needed to be turned on, so the town has to pay a demand charge

 

Council member Page explained the RVS bill that this is for maintenance and updates.  He talked to Jason from Master meter and he wants to come up and work with the handheld to make sure that it will get fixed.  He says if we stick with the RVS software and work with master meter, we can get by with it for a while.  Council member Page says to pay RVS so that they can update the Software but that we need an official invoice before the check is sent to them. Tracie will talk to RVS and get a new invoice to get it in writing. The meeting will be with Jared Rice on Tuesday. 

 

MOTION:  Council member Stewart made a motion to pay the bills for the month of November.  Council member Bingham seconded the motion. Motion passes unanimously.

  1. Planning and Zoning Review:  The Council discussed the Planning Commission meeting that was held on December 2, about Mr. and Mrs. Catalan’s building plans, and that Mr. Rindlisbacher has a water meter and hook up available for them to use.  Council member Stewart will have to look at the connection to see what is there, and then the Council will have to decide what to have the Catalans do as far the fees for the water are concerned.  

 

The Burbanks did not show for this Planning Commission meeting.

 

      New Business:

  1. PROPOSED ADOPTION OF RESOLUTION # 12-10-06 A RESOLUTION OF THE DEWEYVILLE TOWN COUNCIL ESTABLISHING FEES REQUIRED FOR CERTAIN SERVICES AND ACTIVITIES CONDUCTED WITHIN THE CORPORATE LIMITS OF THE TOWN OF DEWEYVILLE

 

MOTION:  Council member Bingham made a motion to approve Resolution

#12-10-06; a Resolution of the Deweyville Town Council Establishing Fees Required for Certain Services and Activities Conducted Within the Corporate Limits of the Town of Deweyville with the changes made in #4 under the Water section as discussed.  Council member Stewart seconded the motion.  Motion passes unanimously.

PROPOSED ADOPTION OF RESOLUTION # 12-10-07 A RESOLUTION OF THE DEWEYVILLE TOWN COUNCIL TO PRESCRIBE THE TIME AND PLACE OF REGULAR PUBLIC MEETINGS HELD IN THE TOWN OF DEWEYVILLE: 

 

MOTION:  Council member Stewart made a motion to pass resolution 12-10-07;  a Resolution of the Deweyville Town Council to Prescribe the Time and Place of Regular Public Meetings Held in the Town of Deweyville.  Council member Bingham seconded the motion.  Motion passes unanimously.

  1. Election of Mayor Pro Tem:  Council member Bingham nominated Council member page to be Mayor Pro Tem.  It was unanimously approved.  Council member Page will continue to be the Mayor Pro Tem.

 

  1. Review of Appointed Positions Resolution:  The Council looked this resolution over and some changes will need to be made. This will need to be adopted at the January Town Council meeting. 

 

Under the Emergency Management Committee, one of the members needs to be replaced.  Council member Bingham will talk to Steve Marble (emergency management Chair), to discuss the replacement of Bud Stevenson. 

 

Under the Planning Commission, Nathan Spackman is coming up for his end of term.  Mayor Thayne will need to discuss if Nathan would like to consider remaining on the Planning Commission for another five years.

 

It was discussed to see about changing the Town’s engineer.

 

  1. New Years Eve Activity:  There will be fire works.  Richard Williams is planning on getting the fire works and the Council has allowed $300 for purchasing the fire works.  The Mayor will get the Honeyville fire department to come.  Heat – It was decided to put a fire in the fire place at the bowery and possibly use a propane heater if needed. Both Council members Bingham and Page have a propane heater that might work.  There will be refreshments.

           

      Unfinished Business:

  1. Discussion of Zoning Ordinance Public Hearing on January 13, 2011:  The

Public hearing is still set for the Town Council meeting in January.  The Council would like to have a work meeting to discuss the zoning ordinance on Thursday, January 6, before the Public Hearing.  The Planning Commission can meet too, since this is their regular meeting night.

 

  1. Fire District And Water Project Update: There will be a Public Hearing for the Fire District Annual Budget on December 13, at 6:30.  The council is welcome to attend.  Council member Stewart said that Clayton, from Grover Excavation, will start the waterline project, at the cemetery, on Monday.

 

       Public Comments:  This is an opportunity for the public to address the council.

       Please limit your comments to three minutes.  No public to comment.

  

      Council Member Reports:

  1. Water and Roads (Lynn Stewart):  Council member Stewart has nothing else to report as of now.

 

  1. Documentation and Zoning (Sherie Goring):  Council member Goring was unable to attend.

 

  1. Parks and Public Safety (Eric Page):  He discussed the fire works at the park on New Year’s Eve. 

 

  1. Buildings and Cemetery Maintenance (Todd Bingham):  Council member Bingham discussed about contracting with Honeyville to plow the snow at the Town Hall parking lot and the town roads when needed.  He will see if they would do it or what they would charge.  Council member Page says that he could still do the parking lot but that Council member Bingham could still check with Honeyville.

 

The council discussed about looking into getting a four wheel drive truck with a dump for next year.  Council member Bingham suggests to maybe getting two trucks with the options of a snow plow and a dump for the Water, and one for the Park and Cemetery.
