MINUTES

THURSDAY, FEBRUARY 11, 2010

1.       Opening Ceremony: Mayor Thayne brought Town Council meeting to order. Council member Goring gave opening prayer with Council member Page leading the Pledge of Allegiance.

 

2.       Approval of January Council Meeting Minutes:   MOTION: Council member Stewart made a motion to approve January 14, Town Council Meeting Minutes. Council member Bingham seconded the motion. Motion passes unanimously.

3.       Approval to pay Richard Williams for his help with the Water System during 2010: Council member Stewart explained that there are more things required for the water system and Richard Williams is certified to take care of these things. Council member Stewart said that he has handed in his hours and they are reasonable. It was decided to pay Richard Williams $12.50 an hour for his time.

 

MOTION: Council member Page made a motion for the approval of Richard Williams to be paid $12.50 for helping with the water for the year 2010. Council member Goring seconded the motion. Motion passes unanimously.

4.       Approval of Monthly Bills and Budget Discussion: Mayor Thayne discussed the Hansen and Associates Bill and that this is the last bill that needs to be done and submitted with the grant money.   It was also discussed that the chlorination system will not be part of the grant money. 

 

Discussion on Well # 2, agreement has been paid off but the power bill is still expensive.   It was discussed to hold off paying on the Rocky Mt. Power Bill for Well #2 until information is received on the power bill being so much. Tracie Williams will look into this.

 

It was also discussed to itemize on the monthly budget page, the expenses for the Key Bank credit card, so that the council can see what it is being used for.

 

MOTION: Council member Page made a motion to pay bills for February, 2010 with the exception of the Rocky Mt. Power bill for the amount of $379.47. Council member Bingham seconded the motion. Motion passes unanimously.

5.       Planning and Zoning Review/Replacement for P&Z Member Marlene Berger: The minutes were discussed of the P&Z meeting from February 4, about Jeff Spenst’s shop and merging of his two properties to make one. Comments were made about February 10 P&Z meeting about the mobile home ordinance #2010-01, and the discussion of the new zoning ordinance.

 

Names were submitted for the replacement for Marlene Berger which are; first – Less Wheatley, second – Dale Marble, and third – Jim Bunderson. Mayor Thayne will ask in that order, who might be willing to accept the position first.

6.       PUBLIC HEARING FOR ORDINANCE #2010-01 AN ORDINANCE FOR THE REGULATION OF MOBILE HOMES IN THE TOWN OF DEWEYVILLE:  

 

MOTION: Council member Bingham made a motion to open Public Hearing for Ordinance #2010-01; An Ordinance for the Regulation of Mobile Homes in the Town of Deweyville. Council member Stewart seconded the motion. Motion passes unanimously. Public Hearing opens at 7:37 p.m.

Mayor Thayne read the Ordinance. It was discussed that maybe reword the heading of the ordinance to accommodate RV’s, Campers, and Camp Trailers, and also have them be in the definitions. The reason for this ordinance is to not have issues with people living in camp trailers indefinitely. Council member Goring will contact Gil Miller (City Planner who is working on new zoning Ordinance) for information.

 

MOTION: Council member Goring made a motion to close Public Hearing for Ordinance #2010-01, An Ordinance for the Regulation of Mobile Homes in the Town of Deweyville. Council member Page seconded the motion. Motion passes unanimously. Public Hearing closes at 7:54 p.m.

7.       Approval from Council for Deweyville to send Lynn Stewart to the Rural Water Conference to get his Water Operator’s Certificate: 

 

MOTION: Council member Bingham made a motion to send Council member Stewart to the Rural Water Conference to receive his water operator’s certification and have the town pay his way. Council member Page seconded the motion. Motion passes unanimously. Mayor Thayne is also going but will pay for his own expenses.

8.       Quick Books Training for Tracie: It was discussed to use quick books to start doing the monthly billing. Some investigation needs to be done before a decision is made on how the training needs to be done and costs. Davis and Bott will train for $75 an hour; also Lori Hurd can do this for $30 plus set up fees. Bridgerland Vocational School has classes also for this.

 

Unfinished Business:

 

9.       Water Project Update: Mayor Thayne read his e-mail information from Chris White about the water system. The north water tank will use a tablet dispenser for the chlorination. The south water tank will use a gas chlorination system. Some training will be needed to use the gas chlorine when it arrives. Mr. White is looking for grant information that might be able to be used on fencing around the pump houses.

 

Mayor Thayne discussed about having a Water System Master Plan.   Hansen and Associates can write up this plan and submit it to the state so that the town will not have to submit another one again for this water system. The cost will be about $4,000 to $5,000. Mayor Thayne will research this more.

 

10.   Fire District Update: Mayor Thayne discussed the updates on the District. He said that there was a meeting a couple of weeks ago to discuss the boundaries. This was a disappointing meeting due to people’s comments. The district is in place and it is trying to function. Mayor Thayne explained the district to tonight’s three visitors.

 

11.   Review and Sign Web Site Contract: Mayor Thayne has website contract. The cost is $588 for the year and he has the invoice and the agreement. He will sign this agreement.

 

12.   Town Ski Night: The Town ski night is combined with Elwood Town and will be held at Beaver Mt. on February 17.

 

Public Comments: The boys that were visiting asked about setting up the cook shack. They were told that there is not enough interest in ball games as there once was, so the cook shack was not worth running for now. 

 

Council Member Reports:

 

13.   Water and Roads (Lynn Stewart): Council member Stewart discussed that there is headway on the delinquent water bills and that he might have to turn off someone’s water tomorrow if no payment is received.

 

14.   Documentation and Zoning (Sherie Goring): Council member Goring has nothing to report as of now.

 

15.   Parks and Public Safety (Eric Page): Council member Page asked Council member Stewart about the Master Meter Software and what they charge on how many meters. The software that is being used now is hard to use. Janae Bunderson is aware of the software issues and she can look into the cost and updates with the handheld that might be needed if changes are made. Tracie Williams will ask Janae to look into a new software.

 

16.   Buildings and Cemetery Maintenance (Todd Bingham): Council member Bingham has two bids to do the roof extension on the back of the Town Hall. One bid is for $3600 for labor and material from Lynn Jorgenson (located in Lewiston, Ut.), the other bid is for $4236 from Ellis Equipment. It was decided to use Lynn Jorgenson for $3600.

 

            Council member Bingham discussed that he would like to see the generator get hooked up now but decided to wait until the building’s roof extension is finished and the weather is better. It was discussed that the men’s restroom needed handicap rails put up and that the both restroom doors could have locks put on.

 

Mayor Thayne discussed that he has a Mayor’s Association meeting on March 17, here at the Deweyville Town Hall.
