PUBLIC MEETING OF THE DEWEYVILLE TOWN COUNCIL
Meeting Minutes

THURSDAY FEBRUARY 9, 2012

7:00 PM DEWEYVILLE TOWN HALL

Opening Ceremony:  Council member Kliger gave the opening prayer and a thought with Mayor Thayne leading the Pledge of Allegiance. 

1.      Approval of December 2011  and January 2012 Council Meeting Minutes 

 

MOTION:  Council member Bingham made a motion to approve the minutes for December and January.  Council member Stewart seconded the motion.  Motion passes unanimously

2.      2011 Fiscal Year Compiled Financial Statements:  Matt Regen wants to meet with us in March to review the statements.  Mr. Regen can do a compilation rather than an audit because we are only dealing with Deweyville money and not any grant money.  Mayor Thayne read Mr. Regen’s letter and there was a discussion in comparison to our budget which we are under budget in most categories.  Mayor Thayne sent emails to all council members with Mr. Regen’s report. 

3.      Approval of Monthly Bills and Budget Discussion:  There was a discussion about the Profit and Loss Statement in regards to budget. 

 

MOTION:  Council member Bingham made a motion to pay bills for January.  Council member Stewart seconded the motion.  Motion passes unanimously.

4.      Planning and Zoning Review:  Nothing to report.  January meeting was cancelled.  Council member Kliger suggested that we put these meetings on the calendar along with the minutes.  Council member Garlick will review.

5.       PUBLIC HEARING AND PROPOSED ADOPTIONS OF ORDINANCE #2012-02 AN ORDINANCE ALLOWING DEWEYVILLE TOWN TO CONVENE AND CONDUCT ELECTRONIC MEETINGS IN ACCORDANCE WITH UTAH CODE52-4-207 

MOTION:  Council member Bingham made a motion to open the Public Hearing for Ordinance #2012-02; an Ordinance allowing Deweyville Town to convene and conduct electronic meetings.  Council member Stewart seconded the motion.  Motion passes unanimously.  The public hearing opened at 7:45p.m.

      The Town Council discussed the ordinance. 

MOTION:  Council member Stewart made a motion to close the Public Hearing for Ordinance #2012-01; an Ordinance allowing Deweyville Town to convene and conduct electronic meetings.  Council member Stewart moved to close the meeting at 7:47 pm. Member Bingham seconded the motion.  Motion passes unanimously.

Unfinished Business

6.      Cemetery District Discussion:  The county and mayor drew boundaries for the district.  The Mayor did a survey with Collinston both included and not included.  These are all of the property values for the individual parcels.  We can only tax 67% of the property values.  The benefits of being a part of the District are the equality of charges for services.  Right now the cemetery does not support itself.  Council member Bingham prepared a report of fees in the county.  Deweyville is the third lowest in fees.  Corrine and Garland are both in a district.  Council member Bingham suggested we double non-resident fees.  There was a discussion about the cost of forming a district.  It would be approximately $5000 to put it on the ballot.  We could have a public meeting to discuss the issue and if the decision was not to form a district, then we would have to raise fees.  The district would spread the cost outside of Deweyville incorporated.  This should be decided by town boundaries and not by zip code.  If we decide to put it on the ballot, it must be approved by July 2012.  We must pass a resolution and the county must pass a resolution.  We must have a hearing not later than 45 days after the resolution is passed.  Notice and publication must be mailed to each registered voter.  Within 60 days of the public hearing, protests must be presented to the County Clerk.  If 25% of the voters are against the district, the resolution would be dead.  There was a discussion about raising rates.

 

7.      Agreement with Water Conservancy District:  There was a meeting to review everything.  The District has agreed to our suggestions.  They will get their attorney to review and will report back to the council.

 

8.      Fire District Information:  The meeting will be Monday at 6:30 pm.

 

9.       Emergency Management:  They have radio drills on Sunday night at 8:00 pm.  You need to go to ch 20 and later ch 9

           

       Public Comments:  This is an opportunity for the public to address the council.

Please limit your comments to three minutes.  Richard Williams arrived at 8:30 pm and has an email for a grant for playground equipment.
 

Council Member Reports:

10.  Water and Roads (Lynn Stewart):  Council member Stewart says that the Bradford’s have capped their pipe.  The Olsen’s have moved, leaving a $50 water bill.  Stanley Gardner is delinquent.  Mayor Thayne said he would pursue collection.  Mr. Williams got the new parts for the fire hydrant.

 

11.  Documentation, Public Safety and Info. (Monte Garlick):  Council member Garlick had left the meeting. 

12.  Park, Ordinances, P&Z, (Joe Kliger):  Council member Kliger has met with Erik Page and discussed the duties of his position.  Council member Kliger feels he needs more documentation.  He would like to pave the parking lot and discussed if we could use County money (B & C funds) to pay for the paving. 

13.  Buildings and Cemetery Maintenance (Todd Bingham):  There has been some vandalism at the cemetery.  People should call the sheriff’s dispatch in they see any activity.  Council member Bingham has purchased a one ton truck for the town.  There was a discussion about keeping or selling the smaller truck.
