MEETING MINUTES
THURSDAY JANUARY 13, 2011

Visitors:  Gil Miller – City Planner, Officer Stacee Archuleta (Sheriff), Tavren Rupp      (High School Student)-Dismissed at 8:03 p.m., Colby Shaw (High School Student)-Dismissed at 8:03p.m., Matt Regen – Auditor came in at 8:25 p.m.

 

  1. Opening Ceremony:  Mayor Thayne brought meeting to order by giving the opening prayer and Council member Bingham led the Pledge of Allegiance.

 

  1. PUBLIC HEARING FOR THE PROPOSED ADOPTION OF THE DEWEYVILLE TOWN LAND MANAGEMENT AND DEVELOPMENT CODE OF 2011

 

MOTION:  Council member Goring made a motion to open Public Hearing for the Deweyville Town Land Management and Development Code of 2011.  Council member Bingham seconded the motion.  Motion passes unanimously.    Public Hearing opens at 7:08 p.m.

Mayor Thayne discussed some of the changes;

    • Animal point system (Chapter 7.1.16.1) was changed from 40 to 60 points per .86 acres.
    • Mr. & Mrs. Berger’s lot (11210 N. 3000 W., running off of Hwy 38, up to the Cemetery) needs to be located on the zoning map to be in the rr35 zone.
    • The commercial zone is stated in the zoning ordinance but is not needed on the map.  If someone wants to have a commercial business they would have to come to the Town for a change in the Ordinance.  (Chapter 7.3)
    • It was discussed, to maybe in the future, consider making lots ½ acre lots instead of .86 acre lots.  A study would need to be done.

 

MOTION:  Council member Bingham made a motion to close the Public Hearing for the Deweyville Town Land Management and Development Code of 2011.  Council member Page seconded the motion.  Motion passes unanimously.  The Public Hearing closed at 7:41.

Gil Miller – City Planner will write an Ordinance that will need to be adopted to be able adopt the new zoning ordinance.  This will need to be adopted at the next Town Council meeting on February 10.  He suggested that the Planning Commission start thinking about the General Plan.  He will make smaller copies of the map (11x 17) and the Zoning Ordinance will be available in PDF format, and he will make enough copies for the Town Council and the Planning Commission.  Mr. Miller left the meeting at 7:47 p.m.

 

  1. MATT REGEN REPORT OF DEWEYVILLE FINANCIAL STATEMENTS AND AUDIT FOR FISCAL YEAR ENDING JUNE 30TH 2010:  Matt Regen, Auditor, presented copies of the draft audit to all the Council members.  He discussed that the Town has a good amount of cash so the Town will be around for quite some time.  Mayor Thayne explained that some of the State money for the use on the new water system (about $150,000) needs to be returned so he is working on trying to change the annual payment. 

 

Mr. Regen’s recommendations are;

    • He would like the Town to have a record retention policy – how long to keep records.  Tracie will check to see what Honeyville and Elwood do for their record retention policy.
    • Follow the purchasing policy, and bids over $1,000 need to be kept on file.  (The Council needs a copy of the Purchasing Policy e-mailed to them.)
    • Make deposits every three days.  Do the best that you can.

 

The mayor thanked Mr. Regen for coming and he dismissed himself at 9:10p.m.

 

  1. Approval of December Council Minutes:

 

MOTION:  Council member Page made a motion to approve the Town Council Meeting Minutes for December.  Council member Bingham seconded the motion.  Motion passes unanimously.

  1. Approval of Monthly Bills:  Mayor Thayne explained that the Chem-Tech Ford bill is for water sampling that needs to be done and Hansen and Associates bill will be paid through the state for reimbursement.

 

MOTION:  Council member Page made a motion to pay bills for December 2010.  Council member Goring seconded the motion.  Motion passes unanimously.

  1. Planning and Zoning Review:  The Town Council met with the Planning Commission on January 6, so there is no need for discussion.

  1. PROPOSED ADOPTION OF RESOLUTION # 1-11-01: A RESOLUTION AUTHORIZING APPOINTED POSTIONS IN THE TOWN OF DEWEYVILLE, LISTING THOSE APPOINTED AND WHEN THEIR TERMS END:

 

MOTION:  Council member Bingham made a motion to adopt Resolution #1-11-01; a Resolution Authorizing Appointed Positions in the Town of Deweyville, Listing Those Appointed and When Their Terms End.  Council member Page seconded the motion.  Motion passes unanimously.

  1. Deweyville/Elwood Town Ski Night:  Mayor Thayne discussed that this is done every year with Elwood and the date is Wednesday, February 16.  This flyer can go on the website and put information on the Town sign. 

 

  1. Walking Trail Expansion:  Council member Goring explained that she would like to add more footage of trail and she is waiting for a bid from Clayton.  She will write up a grant to see what kind of money she can get to help with the expansion of the walking trail.  If she can get funding for the walking trail the council is in favor of expanding it.

 

MOTION:  Council member Goring made a motion to go forward on expanding the walking trail and finding funds to help with the cost of it.  Mayor Thayne seconded the motion.  Motion passes unanimously.

Mayor Thayne complimented Shauna Wright about her article in the newspaper about the walking trail. 

           

      Unfinished Business:

  

10. Fire District:  Mayor Thayne explained the Fire District to the Sherriff and about the boundaries.  The district started out with five communities and now it has three communities involved.  The district is trying to get funding but is surviving so far, but the District is having some issues with dispatching the right departments.

 

  1. Water Project Update:  Mayor Thayne explained that the water project where a water line was being put in at the cemetery is completed.  Steve Marble (11165 N. Hwy 38) is getting water in his basement.  Clayton Grover has been checking to see if Mr. Marble’s water issue was due to the cemetery project.   

 

   Public Comments:  This is an opportunity for the public to address the council.

Please limit your comments to three minutes:  Sherriff Archuleta came in to   introduce herself and discussed that she is the sheriff for the this area and that she has a key to the Town Hall so she can have access to the building if she needed to.  She left at 8:25 p.m. after she received contact names for the Town Council.

  

      Council Member Reports:

  1. Water and Roads (Lynn Stewart):  Council member Stewart was not in attendance.
  2. Documentation and Zoning (Sherie Goring):  Council member Goring has nothing to report as of now.   
  3. Parks and Public Safety (Eric Page): Council member Page will take some time to clean the snow and ice off here at the Town Hall.
  4. Buildings and Cemetery Maintenance (Todd Bingham):  Council member Bingham would still like to contact Honeyville to see about contracting them for snow removal.  He was unable to attend the last Honeyville’s Town Council meeting.

 

Tracie will check to see about using an online back up system for the Town Computer.
