PUBLIC MEETING OF THE DEWEYVILLE TOWN COUNCIL

MINUTES

 

THURSDAY JULY 12, 2012

  1.  Opening Ceremony at 7:05: Council Member Bingham gave the Prayer/Thought, Council member Stewart led the Pledge

      

  1.  Brent Craven—Copies of Mr. Craven’s information were given to Council members. Eric called police for his grandkids lighting fireworks.  Mr. Craven did not feel that this was right as he had to take time away from his family to discuss this with the police.  Also there are two PVC water lines that are setting on bleachers that need to be moved or they will be ruined.  The flag may be flown at night if it is lighted.  Ours is not lighted.  The irrigation pump motor is not covered as the sun ruins it.  The road will be addressed later.  Bear River will do our water sampling for free.  Sampling locations should be changed every time.  It is costing too much money to take the samples to Logan.  Per Council member Stewart no city money is used to deliver the samples.  Council member Stewart is delivering the samples.  Bear River took a bad sample from an outside source.  Council Member Stewart takes sample himself and is very careful about taking the samples.  A month ago Bear River came and took a sample from our pavilion again an outside source.  The State of Utah is telling Council member Stewart that Deweyville is doing it perfectly.  Using Bear River does not guarantee the conditions the samples are taken.  Mr. Craven wants an update on parking lot and asked Council member Kliger to let him know.  When Mr. Craven was on the town payroll, he burnt the weeds around the fire hydrants.  The town is working with scouts to paint and weed.  Posts have been driven in by Lynn for snow visibility.  Mr. Williams would be willing to work  the hours to weed if so asked by Council.  Newsletter should be done and put on website.  All fire hydrants are fine now.  Hydrant #2 still has cover missing.  Council member Stewart will repair the hydrant.  Deweyville doesn’t have a policy for hiring and firing personnel.  The council feels there are some valid concerns.   Council member Bingham told Mr. Craven that he should occasionally give the council credit for the good things they do without pay. 

 

  1. Approval of June 14th Council Meeting Minutes Todd motioned Lynn seconded all ayes. 

 

MOTION:  Council member Bingham made a motion to approve the minutes for June 14, 2012.  Council member Stewart seconded the motion.  Motion passes unanimously

  1. Approval of Monthly Bills – There was a discussion about the bills.  The council needs a comparison list of the 4th of July events and the associated expenses.

 

MOTION:  Council member Stewart made a motion to approve the monthly bills for July 12, 2012.  Council member Bingham seconded the motion.  Motion passes unanimously

  1. Planning and Zoning Review—The Zobrist new barn has been approved.  Maxine Goring is a new member.  Mayor Thayne will still talk to Mr. Spenst to see if he is willing to serve.

 

New Business:

 

  1. Barricade for Road from Hwy 38 to 11200 North—The town needs to fix the cemetery road for slurry.  Mayor Thayne found information on barricades.  There was a discussion on the types of barricades. The town has B & C funds.  We need to clear activities with the people who live on the road.  Mayor Thayne will talk to Sheriff Yeates about officers not citing speeders on the road on 4th of July.  We could store the barricades up by the pump. Lynn needs a speed bump sign going both directions. 
  2. Grant Writing Seminar—There was a discussion.  Council member Garlick would like to attend but cannot due to his work schedule.  So it was approved for the recorder/clerk to attend.

 

MOTION:  Council member Kliger made a motion to approve the recorder/clerk attending the grant writing seminar.  Council member Stewart seconded the motion.  Motion passes unanimously

  1. Independence Day Summary –The council needs to compare income and expenses.  All expenses are not in the system yet so they will compare at the next meeting.
  2. Movie At the Park will be on the 27th of July 
  3. Sale of Town Truck--It was sold for $2250.
  4. County Fair Booth—Mayor Thayne asked Barbara Anderson if she can do it.  The museum was not done by Bobby Gardner.  They wanted a replica of our post office.   They need in the next two weeks.  Mayor Thayne will call JR Adams to see if he can complete the job.

      Unfinished Business:

  1. Fire District Information, Emergency Management—There is a mutual aid agreement with Garland.  Other towns will be joining soon.  The net call is on channel 20 on Sunday at 8 pm

 

       Public Comments:  This is an opportunity for the public to address the council.

Please limit your comments to three minutes.  Mr. Craven will be allowed to speak in the public comments section only but not be put on the agenda.  The State has told Council member Stewart that they will no longer take complaints from Mr. Craven.  Council member Kliger feels that Mr. Craven just wants the council to recognize facts as he sees them.  Mr. Craven does have some valid complaints.

           

       Council Member Reports:

  1. Water and Roads (Lynn Stewart)—He needs council approval to purchase lids for the tanks.   Council member Stewart has a vendor to purchase them for $1250 to $1500.  The consumer report for water is on the town website.  We are not yet using our water out of well #2.  Once we turn the pump on we will use it for a couple of weeks.  The Burbanks trailer had a shut off valve problem.  Council member Stewart repaired the leak.  The shutoff valve Mr. Craven discussed is under Council member Kliger’s driveway.
  2. Documentation, Public Safety and Info. (Monte Garlick) not in attendance.
  3. Park, Ordinances, P&Z, (Joe Kliger) –The Park should have a recycle bin.  Council member Kliger will look into it.  Bear River Vets will do spay & neuter for half price in the month of July. Council member Garlick and Kliger will do a spreadsheet to delegate out duties.  They will let Mayor Thayne review the summary.   
  4. Buildings and Cemetery Maintenance (Todd Bingham) Cemetery is being done very well.  Richard is doing a good job,
