MINUTES

 

THURSDAY JUNE 14, 2012

Opening Ceremony: Mayor Robert Thayne gave the Prayer/Thought, Kathy Gudmundson led the Pledge

      

      New Business:

  1. Marlene Berger/Recreation of the Old Deweyville Post Office/Litchford Cabin—Tremonton wants a replica of the old Deweyville post office for their museum. Bobby Gardner will take care of that work for the town. We received no information from the flyers concerning the restoration of the Litchford cabin.  Council member Kliger talked to many people.  There were 15 people in favor.  Everyone wanted it to be accessible.  If we can get the money donated that would be great but there is not any money from the city is available.  This could be a trade item.  It was agreed to move forward with plans to get donations.

  1. Approval of May 10th  Council Meeting Minutes

 

MOTION:  Council member Bingham made a motion to approve the minutes for May 10,2012.  Council member Stewart seconded the motion.  Motion passes unanimously

  1. Approval Monthly Bills--

 

MOTION:  Council member Stewart made a motion to approve the bills for May 10,2012.  Council member Bingham seconded the motion.  Motion passes unanimously

  1. Planning and Zoning Review—Maxine Goring is on commission.  Mayor Thayne will try to convince Mr. Spenst to join the Commission.

     

  1. PUBLIC HEARING FOR THE AMENDING OF THE DEWEYVILLE TOWN 2012 FISCAL YEAR BUDGET; AND ADOPTION OF THE DEWEYVILLE TOWN FISCAL YEAR 2013 BUDGET  --

 

MOTION:  Council Member Bingham made the motion to open the Public Hearing for the amending of the Deweyville Town 2012 Fiscal Year Budget and the adoption of the fiscal year 2013 budget.  Council member Stewart seconded the motion.

  1. RESOLUTION #06-12-03; A RESOLUTION AMENDING BUDGETS FOR

THE FISCAL YEAR 2012

MOTION:  Council Member Bingham made the motion to adopt resolution #06-12-03 to amend the budget for the fiscal year 2012.  Council member Stewart seconded the motion.

  1. RESOLUTION # 06-12-04; A RESOLUTION ADOPTING BUDGETS FOR THE FISCAL YEAR 2013—We are not raising taxes this year but possibly in future.  There was a discussion about the budgets. Mayor Thayne did a presentation on the budget.  Mr. Regan is here to answer any questions.

 

MOTION:  Council Member Stewart made the motion to adopt resolution #06-12-04 adopting the budget for the fiscal year 2013.  Council member Bingham seconded the motion.

  1. MOTION:  Council Member Kliger made the motion to close the Public Hearing  for the amending of the Deweyville Town 2012 Fiscal Year Budget and the adoption of the fiscal year 2013 budget.  Council member Bingham seconded the motion.

Council member Garlick left the meeting at 8:10

 

 

  1. Independence Day Celebration—The Fire Fighters are cooking breakfast. Jay and Fae Norr will be the Grand Marshalls for the parade.  There was a discussion about changing the candy drop from plane.  We need better communication with pilot or shoot the candy from a cannon.  We have about $700 in sponsors for the run.  Council member Kliger suggested that we could really upgrade our 5K run with food, better shirts etc. We could do a fish pond with live fish.  We could have the cook shack running.  These are all ideas for next year for which we need a chairman. 
  2. Sale of Town Truck—Curtis Brough will take the truck for $2000 if we don’t get any bids.  We will wait until the end of the month.
  3. County Fair Booth—Holly Hatch was suggested to coordinate the booth.  It is on August 20th.  Diane would be great.  Mayor would like suggestions by the end of the week.
  4. Election Information-- Box Elder County is handling the voting equipment.

 

 

      Unfinished Business:

  1. Fire District Information, Emergency Management—Corinne, Tremonton and Garland are being encouraged to enlist in a mutual aid agreeement.   

 

       Public Comments:  This is an opportunity for the public to address the council.

       Please limit your comments to three minutes.

 

       Council Member Reports:

  1. Water and Roads (Lynn Stewart)  The South Tank wouldn’t fill.  Richard and Lynn worked from both ends inward.  The blockage was in front of town hall. The Council approved of Lynn turning off Stanley Gardner’s water due to lack of payment.
  2. Documentation, Public Safety and Info. No Report (Monte Garlick)
  3. Park, Ordinances, P&Z, (Joe Kliger) We need to get the tree board working.  Council member Kliger needs to get with Council member Garlick and discuss duties.  We need to get an account with Fastenal.  We could get things at ½ price.  Zumba is going so still $35 a month.  Council member Kliger will try to sell the excess chain link fencing on KSL.  We should have the  swing set in place by 4th of July.
  4. Buildings and Cemetery Maintenance (Todd Bingham)  Bill Kerivan’s last day was Friday.  Council member Bingham took over the position.  He has done all the maintenance so he knows what it takes.  Council member Bingham has decided to stick with an hourly wage versus salary.  Todd has asked the town Water Operator Richard Williams to assume the cemetery maintenance duties at $12 hr.
